Insidious US entraps HK with new Act

The US Senate introduced the bipartisan Hong Kong Human Rights and Democracy Act on Thursday, while the House of Representatives~q~ bill is expected to be approved on Friday. The act requires the US government to reaffirm Hong Kong~q~s autonomy, human rights and democracy every year, and re-evaluate whether Hong Kong warrants a special status as a separate customs territory by Washington. 

美国参议院周四推出了《香港人权与民主法》，众议院版本计划在美国时间星期五通过。该法的核心内容是要求美国政府每年认证香港的自治状态，主要是检视香港的人权和民主标准，从而决定是否维持香港所享有的特殊待遇，这个待遇是指美国把香港作为一个独立关税区来对待。

In other words, the current China-US tariff war has no direct impact on Hong Kong unless the region is stripped of separate customs territory treatment.

换句话说，目前的中美关税战对香港不造成直接影响，但如果取消香港的独立关税区待遇，情况就会发生变化。

The US Congress~q~ insidious act is to turn Hong Kong into a new tool to add pressure on the Chinese mainland. Meanwhile, the US is trying to incite complaints among Hong Kong residents against the mainland and create a fake impression that Beijing is threatening Hong Kong~q~s special status. Washington is inflaming Hong Kong~q~s situation.

美国国会的做法非常阴毒，这是要把香港变成对中国大陆施压的新杠杆，同时试图挑拨香港民众对内地社会的怨气，制造北京威胁到香港独立关税区地位的虚假印象。他们很想给当前的香港局势火上浇油。

Some Western politicians have never really thought of Hong Kong~q~s welfare since its return to the motherland. As a child of China, Hong Kong was like being forced to be adopted, or abducted, by others. When the child was returned to its birth parents, what should people do if they really care about the child?

自从香港回归祖国以来，西方政界整体上就从没有真心为香港好过。打个未必很恰当的比喻，香港是中国的孩子，但它因种种原因被英国以及西方强行“领养”、或者说“拐走”了很多年。当这个孩子要回到亲生父母身边时，任何人如果真正关心这个孩子，会怎么做呢？

First, give the child good conditions. The UK may have had such an intention during its negotiations with China over the return of Hong Kong, although what it really cared about was maintaining its interests in Hong Kong. To some extent, the "one country, two systems" policy considered Hong Kong~q~s experience of being adopted, and the Basic Law endowed Hong Kong with much better democratic conditions than the so-called democracy during British rule. Hong Kong~q~s British governors were sent by the UK, but today Hong Kong~q~s chief executive is elected according to the law.

第一，给这个孩子随身带过去一些好的条件。我们可以善意地想，中英当年有过的谈判中，英方或许有这个意思，尽管实际上英方最关心的是如何在香港保存它的利益。一国两制某种意义上就是考虑到香港“被强行领养”的那段经历，基本法赋予香港社会的民主条件要远大于港英时期的所谓民主。要知道，那时的港督是英国派来的，而今天的特首是差额选出来的。

Second, if Western countries regard themselves as Hong Kong~q~s then adoptive parents, they should tell the child to get along well with its birth parents and adapt to the new environment, if they really love the child.

第二，如果西方以香港曾经的“养父母”自居，在这个孩子回到亲生父母身边之前和之后一段时间，该对这个孩子说什么呢？真心爱这个孩子的人一定会告诉他：要好好和亲生父母相处，要与新的环境采取积极配合的态度。

But the UK had been trying to sabotage Hong Kong~q~s relations with its motherland. The last British governor of Hong Kong Christopher Patten created a series of incidents to incite Hong Kong~q~s confrontation with the mainland when he left the region. After Hong Kong~q~s return, the US continued to interfere in Hong Kong~q~s affairs. This shows their dark mindset: If Hong Kong does not belong to the West, turn it into China~q~s problem. 

但是英国从一开始就试图破坏香港回归后与祖国的关系。末代港督彭定康在离开香港时制造了一系列香港与中国内地冲突的茬口。香港回归后，美国不断加强插手香港事务，鼓动香港反对派与中国内地闹。这样的挑拨煽动反映了一种阴暗的心理：既然香港不是西方的了，那么就把它变成一个中国的麻烦。

The US Congress has created a systematic threat to cancel Hong Kong~q~s separate customs territory status, and this is like using a baby to threaten the parent: Promise me my conditions or I~q~ll drop the baby. The US is ruining Hong Kong and is trying to make the mainland look cold-hearted.

现在美国国会又制造出取消香港独立关税区的机制性威胁，这就好比美国把香港作为一个婴儿举起来威胁中国大陆：不答应我的条件，我就把他摔了。它在毁香港，却要置中国大陆于“不仁不义”的位置，真是其心可诛啊。

Hong Kong~q~s interests are tied to the mainland. We expect Hong Kong~q~s promising future and feel hurt to see the disturbance. But US politicians will do anything to worsen Hong Kong~q~s condition.

如果再从利益的角度看，今天只有中国大陆与香港的利益是真正绑在一起的，我们真心盼香港好。看到香港出骚乱，我们的心很疼。可以肯定，美国那些议员们巴不得香港局势接下来更恶化，并为此极尽所能。

The global situation is changing profoundly. The US now regards China as its major strategic rival, so how can it be in the mood to care about Hong Kong~q~s welfare? It only wants to use the region to restrain China. If people of Hong Kong are not vigilant against this, they will fall into the US trap as pawns.

今天的世界局势正在深刻变化，美国已视中国为头号战略竞争对手。华盛顿哪还有心思真正关心香港社会的福祉？谈到香港时，他们满脑子就是如何通过这个地方进一步牵制中国。这个时候香港民众如果不充分警惕华盛顿的这一考量，就很容易掉进美国的陷阱，做了美方遏制中国的炮灰。

It~q~s time for Hong Kong and the mainland to unite in opposition to US strategic plots and manipulation. We should together maintain Hong Kong~q~s prosperity, which concerns the interests of Hongkongers as well as the whole country.

如今到了香港社会与内地社会真正团结起来，共同对付美国战略阴谋和操弄的时候了。我们不能让美国的离间得逞，不能让它坑害香港找到缝隙和借口。我们要共同打好香港繁荣的保卫战，这不仅是香港民众、也是全中国的利益所在。

Hong Kong compatriots, please do not fall in Western elites~q~ trap and be abducted by the few radical opposition forces. The mainland and Hong Kong are family. Facing international upheavals, we have no choice but to unite like a fortress.

请香港同胞们擦亮眼睛，别上美国政治精英们的当，别被香港社会上少数激进反对派绑架。内地社会与香港同胞血浓于水，面对国际上的大风大浪时，除了众志成城，我们别无选择。
