“绿卡”也叫永久居住许可证，一般只有对居住国做出重大贡献的外籍公民才能获得，目前世界上最受欢迎的是美国绿卡，但最难获得的却是中国绿卡。

我国从2004年起开始发放绿卡，即外国人永久居留证件，至今约共发放7356张，平均每年只有525张，和美国一年动辄发放百万张绿卡比，中国绿卡发放量要少的多，最主要是申请难度非常大，而中国首张绿卡发给了一位美国女性，她叫琼·辛顿，中文名字寒春，是一位非常伟大的女性。

1921年，寒春出生在美国芝加哥，爷爷是一位数学家，奶奶是著名小说《牛虻》作者伏尼契，从小就接受了良好的教育。

和其他小女孩不同，寒春既不喜欢唱歌，也不喜欢跳舞，而是对物理表现出了极高天赋，并立志要成为一名物理学家。

上大学后，她有幸成为1938年诺贝尔物理学奖得主费米的亲传弟子，按照辈分杨振宁还要叫她一声师姐。1942年美军正式开启研究原子弹计划，被称为“原子能之父”的费米担任该计划负责人，年仅21岁的寒春作为他的助手参与这次计划，成为该计划中少有的几位女性之一。

寒春一直以为他们从事的是科学实验，直到1945年日本广岛、长崎两座城市被原子弹彻底摧毁，成为一片焦土，20多万百姓惨死，她才意识到自己研制的武器有多可怕，因受不了良心谴责，她不顾老师和家人劝阻，退出了核试验，甚至放弃了自己热爱的物理。

1948年，寒春来到中国，在宋庆龄的安排下和同样来自美国的农牧业专家阳早一起来到延安，教农民养奶牛、改良奶牛品种以及研发改进相关农具，1949年两人结成连理，始终奋战在新中国奶牛事业第一线，目标是让每个人都喝得上牛奶，这一干就是60多年。

“著名物理学家寒春到中国养奶牛”的消息在美国引起巨大震动，1953年美国《真相》杂志发文称寒春是“叛徒”，在中国根本不是养奶牛，而且秘密研制核武器。美国人这么想并非毫无道理，当时新中国一穷二白，寒春这种参与过美国原子弹研制计划的科学家无疑非常珍贵，养奶牛的确是太屈才了。事实上当时中国很多大学都邀请她担任教授，但都被拒绝了，我国充分尊重寒春的个人意见，此后再也没有提及此事，更不要说帮助中国研制原子弹了。

虽然不再从事物理研究，但在奶牛培养研究领域，寒春夫妇也取得了极大成就，他们在50年代研制的奶牛青饲料铡草机至今还发挥着极其重要作用，80年代寒春研制的牛奶冷冻奶罐技术达到了美国同类产品的先进水平，当时占据中国市场70%的份额，大大减少了进口量，为国家节省一大笔开支。

而且夫妻两人在工作中拒绝政府给予的各种优待，甚至还获奖专利奖金都不肯要，一心一意扑在中国奶牛饲养培育上，为中国牛奶事业做出不可磨灭贡献，但遗憾的是2003年12月，阳早在北京去世，时年85岁。2004年中国开始为在华做出重大贡献的外国友人发“绿卡”，第一张获得者正是寒春。

2010年6月寒春在北京因病去世，时年89岁，她为我国做出的贡献，中国人会永远记得。
